Ellen Conley as commander of the California Highway Patrol’s Newhall division. Bernard was a sergeant in the Newhall office before moving up the ranks and taking over for Conley when she left the Ukiah office in Northern California in 2004. Now he will replace her, in Newhall, effective Jan. 1, when Conley takes over as assistant chief of the agency’s Southern Division, headquartered in Glendale. “I’m excited,” he said. “I originally worked as an officer at the Newhall office from 1983 to 1985, then came back to Newhall as a sergeant in 1992 and worked there until 1999.” When Bernard was promoted to lieutenant in 1999, he was sent to the Hayward office in the Bay Area for a year before returning to Southern California to work in division headquarters and the West Valley station.
